About the Welcome Home Program
In partnership with the Federal Home Loan Bank of Cincinnati (FHLB Cincinnati), the 2026 Welcome Home Program (WHP) provides grant funds to assist eligible low- and moderate-income homebuyers with down payment and closing costs when purchasing or constructing a primary residence.
Grant funds are available on a first-come, first-served basis and remain available until all program funds have been fully allocated.
How to Apply
1. Apply for Pre-Approval
Start your mortgage application with CVNB to determine eligibility for the Welcome Home grant. Our mortgage lenders will review your information and help secure the grant before funds run out.

Once pre-approved, shop for a home that meets program requirements. A fully executed purchase contract, signed by both the buyer and the seller, is required to proceed.

Funds are available for reservation on a first-come, first-served basis beginning April 6, 2026, at 8 AM ET, and will remain available until all funds have been reserved.
Eligibility Requirements
Homebuyer Eligibility
- Total household income must be at or below 80% of the Mortgage Revenue Bond (MRB) limit for the county and state where the property is located.
- A fully executed purchase contract on an eligible property is required.
- Homebuyers must contribute at least $500 of their own funds toward down payment and/or closing costs.
- First-time homebuyers (generally those who have not owned a home in the last three years) must complete an approved homebuyer counseling course prior to closing.
Note: Applicants do not have to be first-time homebuyers.
Property Eligibility
- The property must be the homebuyer’s primary residence.
- Eligible property types include single-family homes, townhomes, condominiums, duplexes, multi-unit properties (up to four units), and qualified manufactured homes.
- Manufactured homes must be taxed as real estate and affixed to a permanent foundation.
- The property is subject to a legally enforceable five-year retention mechanism requiring notice to the Federal Home Loan Bank of Cincinnati if the home is sold, refinanced, or ownership changes during the five-year period.
